Bilateral relations of the two neighboring countries moved forward after a period of considerable strain in a decisive and constructive manner. Exchanges of visits on the highest level have been initiated, followed by visits on ministerial and expert level. This excellent political climate encouraged a vigorous exchange also between NGOs, including various activities within a political framework. Cultural exchanges comprised activities in all fields of art in a continuous manner, including Theatre, Cinema, Music and Art Expositions.
Economic activities on the bilateral level, included close cooperation on infrastructure, cross border in particular and preparation for additional border crossings. Energy cooperation was also promoted as well as commercial exchanges that reached 1bil $ within one year.
To promote better understanding between the two nations, lectured at most Bulgarian Universities with particular interest in Media and policies of the Digital era.

Directing National TV and Radio. At that time, the whole system included 65 companies starting with three national and four regional TV and Radio, branches in every major Serbian city. Rest of the conglomerate included News production, current affairs, educational, sport, documentary programs. In the cultural field - production of music and video CDs and DVDs, establishment of a main RTS Symphony Orchestra and Minor Orchestras for jazz, folk and ethno productions. Two choirs - Adult and Children - staged major events during national Festivals and participated in various European events. During this period, the RTS was also involved as a major contributor or executive producer in all films produced in Serbia. This particular attention to creative art was confirmed by a number of international prizes and until today the film “Zona Zamfirova” produced by RTS remains the highest rated one (viewers not only on TV but in movie theatres as well).
In addition, the RTS system was responsible for the maintenance of complete network of transmitters, transport facilities, technical support. RTS employed more than 8.000 people at the time.
Within a minimal time framework, infrastructure and TV equipment were restored completely and the public’s trust towards TV and Radio programs has been built up and was shown by the ratings. At that time, the RTS became the institution with the highest ratings with the Serbian TV and Radio audience.
Renewed cooperation with International Telecommunications Union and reestablished membership in EBU for Eurovision and EuroRadio.
In close cooperation with OESCE the program for restructuring of RTS was initiated on the basis of a common study that had been conducted by an international team. In parallel the new laws for Broadcasting and Advertising of Serbia were initiated, publicly discussed and passed through Parliament.
